When can I use the ing form for the word rain: "Now it's rain or raining"

Is there anyone who could explain me about grammar rules that apply in this case?

Em boa parte dos casos, você faz o uso com a mesma aplicação do português, não dizemos "está chuva", assim como " it is rain" não faz muito sentido. Neste caso: it is raining (está chovendo) é o apropriado.
