All employees exercise before starting work. 还未开工之前所有的职员 在运动.  锻炼 can also mean "to train", "to develop", "to toughen"  so the sentence is not clear at all.  Also, it is a verb and expects a noun to follow afterwards.

因为他不刮，所以他有胡子。 Too anglicized...Because he doesn't shave, therefore he has a beard.
He doesn't shave so he has a beard. 他沒有没有刮胡子, 胡子就 有了
