How to solve the bad habit of learning English?

I like the people who speak English very fluency fluently. But I don't have patience when I study it (<em>it's redundant</em>). I don't know where from to start, how to study it . Also, I don't have a language environment. In China, many English books has have become obsolete. And the current modern American pop's language does not match, so how to solve this problem?
