Er oder Der?
Why does this sentence from nachtrichtenleicht.de use the word "er" instead of "der"?
"Gegen den Bundes-Nachrichten-Dienst gibt es neue Vorwürfe: Er soll einen deutschen Regierungs-Mitarbeiter ausspioniert haben."
I thought "er" was used for "he" but in this sense they're talking about the German Intelligence, which is a government entity and not a person.

But WHY is it not consistent. Meaning, if you use Der for "the" then why not used it again in the next sentence? Why does "the" become "er"? Is that just a German grammatical rule I need to accept?
