Could you explain this question to me?

In the sentence:
तत्र बालः नृपायाम् गच्छति
tatra bālaḥ nṛpāyām gacchati
==========================
since "nṛpāyām " is for both the Instrumental and dative dual form of the noun "king", therefor my question is should I translate the sentence into
1. The boy goes there with the two knigs.
or
2 The boy goes there for the two kings.
?

Nrpayam is not a grammatical from. It is neither in Instrumental nor in Dative case. Perhaps you wanted to mean Nrpabhyam. If you wanted to mean The boy is going there with two kings then you must write Balaha nrpabhyam saha tatra gachchati.
By the by where did you get this sentence?
