An earthquake alarm

Suddenly a strange sound sang out when I was working, and right after that there was an announcement that a big earthquake is coming soon.

Actually we have training for the big earthquake twice a year, so we hesitated if this was the training or the real earthquake.
We put on a helmet but nobody could move.
I asked my boss " Is this the real alarm? " . He said " Yes " and turned pale with fear, but he was not able to direct anything.

Nothing happened here after all, it happened another prefecture.

I hope we can get back a peaceful life as soon as possible.

The meaning of the two underlined phrases is not clear:  my first interpretation was that it must be extremely alarming when you get an earthquake warning, so everyone was apprehensive.  Is that right?
