There is a slight difference here depending on your meaning.  If you're looking to meet Shanghainese people, then your first sentence is fine.  For example, you might be interested in meeting Shanghainese people in Tunisia.  However, if you're trying to meet people living in Shanghai (but from other places) then I think the second sentence is better...
