Not always. There are only some cases you could use them interchangeably:
1a. Mam własny pokój - I have my own room.
1b. Mam swój pokój - I have my (own) room.
2a. Swoje dzieci traktuje jak obce - he treats his (own) kids like strangers.
2b. Własne dzieci traktuje jak obcych- he treats his own kids like strangers.
"Swój" is a possessive pronoun, "własny" is an adjective. These are examples where you cannot mix the two words:
1. On odwiedza często swoją dziewczynę - he visits often his girlfriend. If you said: on odwiedza często własną dziewczynę- that would not sound correctly.
2. Swój pozna swojego- that's a saying, which means that two people from the same background/with the same common things are going to get together (http://patrz.pl/zdjecia/swoj-pozna-swojego). If you wrote: własny pozna własnego- that would be a mistake.
