Munchausen's syndrome is a condition where the person acts as if they have some bad mental illness to get attention. His mother apparently has it, because the gave her children very little attention, always thinking of herself.
Housing projects are apartment buildings put up by the government for people that cannot afford any other housing. They are generally awful places, with large drug and crime problems.
