Who did what for what???

Back when the neighbourhood was poor, someone offered someone richer sexual services in order to get money enough (4 pence) for the apartment rent. If they didn't sell their body to earn extra money, they were probably forced to leave the place and become homeless.
The persons are not getting personified because it's an unpersonal 'flashback' of the medium, and also because the living conditions back then was generally like that.
Btw, I couldn't help but re-read your previous questions and see the connection between them;
Even though the text is in Danish, 'Cockney' implies that the story is set in London (the working class, to be exact) which is why (British) pence and not Danish currency gets mentioned.
