No. 3 is wrong grammatically. It should be "What have we got to do?".
Actually I would not fault any of the three expressions too strongly.
1. what to do? = Shorthand question for "how do we get out of this predicament?"
2. what do we have to do? = Straightforward question, "what's the task?"
3. what have we to do? = "What's remaining to accomplish?"
