I would choose "studera" as a term for studying on a university.
"plugga" is afaik a colloquial word for "to learn / to study" - like "to cram".

Studera is more formal and not used that much in colloquial speech.
You can't use "plugga" if you are talking about studying an object. Like..studying an artifact or something.
