In this sentence, 'в квартире номер 3 живёт Василий Николаевич и его семья' why we use 'живёт' instead of ' живут'? Василий Николаевич и его семья=они, we should say 'они живут' right?

At first, we say about Василий Николаевич. Василий Николаевич are first persone. So, we say живет. Also, we can say "в квартире номер 3 живёт семья Василия Николаевича".
