ึคุณ and เธอ are the same meaning depend of the sentence you use with or who you talk to, some time คุณ use with male and เธอ with female.
ผมรักเธอ = i love you. a man say to a woman
ฉันรักคุณ = i love you. a woman say to a man
but both are same meaning
