1 时间：time
For example：他搞错了时间。He made a mistake about the time.
你有没有时间学习汉语?Do you have time to learn Chinese?
今天晚上你有时间吗？我们一起去吃饭吧。
Do you have time tonight?We went to eat.
2 时候：When （某件事情发生的时间， when something happpen）
For example：A：你什么时候学的汉语? When did you learn Chinese?
B：我2011年学的汉语。 I learn Chinese since 2011.
A：你什么时间学习汉语？What time do you study Chinese?
B：我每天下午学习汉语。 I learn Chinese every afternoon.

Well, sometimes they are used interchangeably. For instance:
1. 现在什么时间(时候)了? What time is it now?
2. 已经过去很长时间（时候）了。 It's been a long time.
However, when you are saying "时间过得飞快 (time flies)“， you cannot use "时候“ here.
