2.- अमरीका ने उन्हें ब्लैकलिस्ट किया था l

Well, technically i would say that there is no difference as far as translation goes.
America had blacklisted them
but as a native, i can tell that there do exist a fine difference. But as far as my english knowledge goes both translates as above.
