    Anchor = tie it to the ground

    Stay within reach = do not get too far away form the ladder

    Within reach of the ladder = Within arm's reach of the ladder = From where you are, you should be able to reach out and touch the ladder.

    Anchored with ropes = The ropes are tied to something sturdy that will not move. This may mean iron or wooden stakes in the ground our some part of the building that is not easily moved.
