when you want to say "I know nothing about it",you can use the phrase不了解.

when you feel confused or simply do not know ,use不懂.

不懂 connects about the reason in something.

不懂的意思是，完全不知道。
不清楚的意思是，知道一些，但是不确定，模棱两可。
比如，我问你一道数学问题，你要是一点也不会的话，就应该说不懂。
你要是能算出来结果，但是没把握的话，就应该说不清楚。

我认为是这两条：1、不懂是两个字，不知道是三个字，两者都表示不知道的意思，那当然是说不懂省力气了！
2、我认为这个是最主要的原因：说不知道就太客气了，给人一种气势低下的感觉，说不懂就显得不卑不亢，符合中国人的处世原则。还有有时候别人问问题，自己不想回答，说不知道别人可能会继续问，说不懂别人就不敢再问了，封住了别人的嘴。

"不懂”it means that i can not understand the explication you have given me.
“不了解”it means that i konw little about it and i have not gotten enough information.
have i expliqued it clearly?

and there's also 不明白
懂 is about using the senses, like 看懂，听丁
了解 is about the experience
明白is about the consequences

不懂　not understand 　for example: 不懂这道题，不懂你说的话是什么意思　等等；
不了解　not know about for example:不了解这个人　不了解这件事情的经过　不了解他们的生活等
有时是可以互换的，
