    Yes, 'they' refers to 'conditions'. It means that even if conditions are bad, at least the situation is familiar and predictable. If you get a change, things might not be as good as you hoped; change does not bring guaranteed improvement. When you try to get out of one situation you might even find the new situation is worse, not better. A good phrase for this is you might "jump out of the frying pan into the fire". And a warning against this temptation is "the grass is always greener on the other side of the fence"
    NOTE SPELLING 'sense' and 'at least'. Also "change . . . rockS the boat"
