i know a little arabic but sorry, i might not helping you a lot, well,

وتحريما is right, it means "tp prohibit"
    لما means whatever
أحل الله means Allah had made lawful. In arabic, the verb is placed before the subject.
    بغير سلطان is correct,

فلا يرى في مثل هذه الفتاوى غير كونها جرأة غربية على دين الله
He considers these fatwas(opinions concerning religious issues) to be just impudent/rude boldness with Islam

    وتهجما على الشرع بغير بينة
, attacking Islam with no evidence

وتحريما لما أحل الله بغير سلطان
and prohibition of what Allah has made lawful /permitted with no authority(given from God)
    --------------------------------------------------------------
فلا يرى في مثل هذه الفتاوى غير كونها جرأة
This is (exclusion form) in Arabic which can be expressed by إلا ،غير ،سوى
when you use exclusion form with negation like this last sentence (غير and لا are both used) it's an emphasized form of exclusion which also gives the meaning of an emphasized "only" or "just".

*You don't see any negation because I used "just" which gives the same meaning of the negative exclusion .

    وتهجما على الشرع بغير بينة
Yes, الشرع means Islam , Islamic laws in particular .

    No problem at all :)
