In this sentence:הוא רוכב אופניים, why not is לרוכב ?

I asked this question because of רוכב is a noun word, in my dictionary is rider, so why not is לרוכב?

לרכוב is to ride ("lirkov"), not לרוכב .
But לרוכב is also possible word ("le-rohev") for example הפורום לרוכב המתחיל - here "רוכב" means rider.
