The first one is absolutely positive.
The second one (ey du (!) Spacko!) is negative, Spacko is used as "idiot", "dumbass"

i'd like to add that: "Ist Genial, oder?" is also quite often used in an ironic sense, so you'll have to watch for the context.
"Spacko" is a german slang term - not recommended for foreigners to use (because it's very likely you'll just sound ridiculous :-D )
