धौंस जमाना - the essence of all the meaning i suppose is to be bossy around, to show that u(means jo dhauns jama raha ho) r the one or simply 'browbeating'.
kar used shows the action is completed and then something else is done. i.e. धौंस जमाकर means after browbeating
हर व्यक्ति धौंस जमाकर चला जाता है l
every person leaves (after) browbeating.
