말해도 is uesd in this situation.
you can tell me. 너 말해도 돼.
you are free to tell me. 너 말해도 괜찮아.
"말해줘" measn "please tell me"
im not sure but.. if you hear, not see.
"말해도" is dialect. (only speak)
it is same as "말해줘"
