What does this exactly mean?

네 반지를 안 꼈어요.

Does this mean I did not wear four rings or I did not used to wear four rings? The site I'm learning beginner Korean from says it translates to I did not used to wear four rings, but I thought it meant I did not wear four rings. Like if someone asked why did you wear four rings yesterday? Or something like that, would I reply 네 반지를 안 꼈어요?

Also I have a few questions, is the 를 necessary? When you're speaking do you leave it out? When is it necessary to use it? Like when you're typing or writing do you HAVE to use 를?

And what is the difference between, 어요 and 고 있어요? For example: 먹어요 and 먹고 있어요.
I know that 먹고 있어요 means like you're eating at the moment. But you can also use 먹어요 to say you're eating right? Idk I kind of just need some explanation.

Too many questions at once but I will do my best

You got the wrong idea about "네", whose meaning in the content was "your" I know it's crazy to know all Korean vocabularies but "네" can be "four" and also "your."

If I would translate "I am wearing a four fingers rings", it should go like
"나는 네 손가락 반지를 끼고 있어"
Here, I added more information on a four fingers rings so no misunderstanding.

On your next question, you can use a sentence without any particle, but without particle, the meaning is not clear as when a sentence runs long. However when you use a simple sentence like "네 반지를 안꼈어," you can also say "네 반지 안꼈어" and still contains the same meaning.

And between "먹어요" and "먹고 있어요," "먹고 있어요" says more specifically that you are eating now at the moment. "먹어요" says generally that you eat or also the exact same meaning as "먹고 있어요" So it's really your choice.
