No,we have some words that you cannot use بیfor them to make them negative!
in some words we use another thing for make them negative such as نا
for example we say نادرست we don't say بی درست
some more exampels that we use نا in them: نا صحیح،نا لایق
بی most of time use for nouns for example بی لیاقت ،بی استعداد
نا most of time use for adjectives for example نا لایق،نا مهربان
