What is its function in this paragraph?

भारत प्रशासित कश्मीर के शीर्ष अलगाववादी नेता सैयद अली गिलानी ने जहां 14 साल की मलाला युसुफ़ज़ई पर किए गए तालिबान के हमले की कड़ी निंदा की है, वहीं पाकिस्तानी मीडिया में मलाला पर हुए हमले का मामला लगातार तूल पकड़ रहा है.

i think you didn't understand the meaning of this paragraph that's why you didn't understand the function of "जहां " and " वहीं"
so just i translated below it for you, after understanding the meaning of this sentence you will be clear about this function.

"On the one side Indian-administered Kashmir's top separatist leader Syed Ali Geelani condemned the attack by Taliban on 14-year old Mlala Yusufjai , on the other side this attack is continuously blowing in Pakistani media."

On the one side (जहां/एक तरफ )........ on the other side (वहीं/दुसरे तरफ )

Here, it is sort of used to show two different things happening regarding the same situation. In this case, the situation being the attacks. Kinda like "On the one side,blah blah blah whereas on the other hand blah, blah, blah. "
