here 'lagi rehna' means sustained existance, continuous presence, there is crowd of mediapersonnels and that doesnt go away, it is there persistently.
"भीड़ लगी रहती है." means crowd is always there.
bheed lagna is used when people assemble somewhere.
"भीड़ लगी रहती है." means crowd is always there.
