Can anyone help explain how to use the particle: 了 or 'le'?

I am pretty sure there are two distinct uses; one that comes at the end of the sentence, and one that follows verbs. Thanks!

    In fact,there is no special meaning of it.
    OK,了 is used behind of the verb or adj,it means the action or the change has already been done.for example,我写完了(I have written it)\我吃完了(I have eaten it)\我做完了(I have done it)etc.
    了 is also used at the end of the sentence,it means there is new situation or change.For example,刮风了(wind blows),下雨了(It rains),etc。
    it also indicates future certainty,such as 要过年了(the new year is coming)
    it indicates the speeding up or stopping,such as 别吵了(stop shouting)

    after the verb = past of the verb
    at the end of the sentence = past of the whole situation
