the word اتصل if you put (ِ ) under the Alef it will be ( ittasil) which is an imperative verb you are telling him to call. if you put ( َ ) on the alef it will be( attasel) which is an action of you ( I'm calling, I'll call
example:
أ: ماذا تفعل؟
ب: أنا أَتصل بصديقي
A: what are you doing?
B: I'm calling my friend
here it is with fatha
أ: ماذا ستفعل؟
ب: سأَتصل بصديقي
A: what will you do?
B: I will call my friend
the same
then:
أ: أنا ذاهب إلى البيت
ب: اِتصل بي حين تصل
A: I'm going home
B: call me when you arrive
here it is with kasra and is an imperative verb you are ordering somone to do something
اتصل لي:
in standard arabic you can't say so I think but in dialects it is used alot just like " Sara" explained it.
أرسل if it is with (َ ) on the alef then it is ( arsel) and is an imperative verb
if it is with (ُ ) then it is an action of you and read as ( ursilu)
example:
أَرسل لي رسالة
send me a letter
أنا أُرسل رسالة
I"m sending a letter
hope I could help :)

أرسل لي بالايميل = e-mail me ( arsil le be al email )
3) the word "send" in arabic أرسل read as ( ur-sil, or ar-sil)?
أرسل = arsal ( send ) = past tense
