Why we have two "полный" here in this sentence, the first one in instrumental case and the second one in shorten form?

It is very full. And the first word is not instr. case. In contrast to instr. case, the accent is on the last syllable. ПолнЫм-полнА.
Other expressions : светлЫм-светлО, темнЫм-темно, чернЫм-чернО.
Выпал снег, на улице белЫм-белО. Народу полным полно ( = очень много)! За окном уже светлым-светло! На улице уже темным-темно, а он ещё не спит.
These expressions are used often in colloquial language. But not every adjective can have this form.
Other expressions : светлЫм-светлО, темнЫм-темно, чернЫм-чернО.
