It depends on what you want to say.

If you want to say : 'Sebnem watches TV all the time'
then the answer is: 'Sebnem her zaman TV izler'

If you want to say : 'Sebnem is watching TV all the time'
then the answer is : 'Sebnem her zaman TV izliyor'

In this situation, I think that you can the second one for both meanings.

I hope it would help you :) Good Luck
Both are fine. Both means the person performs the action always.

"Şebnem her zaman TV izliyor"? (grammatically seem as present continuous tense, but here it functions as simple present tense)
"Şebnem her zaman TV izler"? (grammatically present simple, and still functions as present simple.)
