Which one is correct?
Is it correct to say "Şebnem her zaman TV izliyor"? Or would it be "Şebnem her zaman TV izler"?

It depends on what you want to say.
If you want to say : 'Sebnem watches TV all the time'
then the answer is: 'Sebnem her zaman TV izler'
If you want to say : 'Sebnem is watching TV all the time'
then the answer is : 'Sebnem her zaman TV izliyor'
In this situation, I think that you can the second one for both meanings.
