non capisco "e' arrivato tra gli ultimi 20"
oppure se uno fosse 18esimo (diciottesimo) e io non volessi essere preciso , direi :
è arrivato tra gli ultimi 20.

Come hai intuito, significa proprio "among the last 20".
Se ci sono trenta partecipanti ed è tra gli ultimi venti, significa che è dal decimo al trentesimo. Se ce ne sono cinquanta, è fra il trentesimo ed il cinquantesimo.
Stesso significato per "tra i primi dieci" ad esempio, significa fra la prima e la decima posizione.
