Well, I don't really know if there is a suitable English translation. At least not that I can think of right now! But this sentence is generally used to comment on someone who did something/said something rude. You could either say it directly to the person, or you can use it when you explain the situation to another person.(Or if you want to draw a lot of attention, you could say it out loud to yourself :) ) And it's kind of old fashioned, not very much used these days.
