What is the difference between você é bem-vindo and seja bem-vindo?
How do you know when to use each one or are they interchangeable? Or do you use one for a female and one for a male?

We normally use "seja bem-vindo" when someone (regardless of gender) arrives at your country, or city, or home, and you want the person to feel welcome. A translation could be "be welcome".
"Você é bem-vindo" is not used in the previous sense, at least I never heard anyone using it like this. Perhaps if the visitor has doubts about and the host wants to assure him, like in "chill dude, you're welcome in my house. I'm just guessing. Go for the first "seja bem-vindo" when receiving guests.
Anyways, both "seja bem-vindo" and "você é bem-vindo" have no relation with "you're welcome", that we say after a "thank you" (in Portuguese: obrigado). The common answer to "Obrigado" is "de nada", which means something like "it was nothing", or "it was no big deal".

Usually, we use adjective 'bem-vindo' in greetings. In English, we just say 'welcome', while in Portuguese, we say 'bem-vindo' or 'seja bem-vindo'.
