A: the people/person who came today
    e.g.
今天来的人是张三。The person who came today was Zhang San.
今天来的人是张三和李四。The people who came today were Zhang San and Li Si.

B: the person who drank a lot of beer last night
'那个人' means 'that/the person' (only one person)

    A:The guys who came today.
B:The man who drunk much beer last night.

First, there are two phrases instead of two sentences.

Second, the meaning of the first phrase is the people who come today.(This phrase can be used in the present tense or the past tense. And in most of cases it act as subject or object)

The meaning of the second phrase is the people who drank much Bier last night. (This phrase can be used in any tense. And it can be subject, object, complement and so on.)
