Where to start when learning a foreign language
I want to learn other languages too but I'm too bad at others to actually have a proper conversation. I only know fragments of sentences, or only a few words. So I checked that I'm learning English because it's the only languate besides Korean that I can get my meaning across.
To be short, where should I start? I'm interested in any language.

It all really depends on what you're comfortable with. Listening to tapes, reading books or watching videos. I don't know if my tip will work for you but it worked for me.
Where I started in learning all of the languages I tried to learn, was purchasing books off of amazon. I would buy "Learn to speak (Language)" workbooks, with CD's. That way, not only do you get to learn through reading, you can practice writing and even practice with the CD or Tape. Usually these books come with the answer's in the back so you can double check if you're correct or not. If you search on bookselling sites, the language you want to learn and the word workbook, like "French Workbook" you can get a good amount of results. There are also reviews to help you in choosing.
Another way I started out was watching youtube videos. Nowadays there are soooo many people on youtube who teach languages, sentence structure and grammar. I follow Talk To Me In Korean and a few other channel's. Not only is it a fun way to learn, they teach you more relaxed ways of learning the language. Books can be too literal, so the youtube video may teach you how to say the same thing, but in a more realistic and comfortable way.
If I had to choose between the two, I'd go with books. You can buy some elementary level books and learn as kids do in school. It may seem weird writing in a book with cartoon character's, but it actually helps.

First you need to focus on one language that you want to learn, and you must be motivated to learn that language. Ask yourself why you want to learn your chosen language?
