No, "있어" and "없어" will change the meaning, as Mr.cry stated above.^^'
verb stem + (으)ㄹ 수 있다 = can (literally "there is a way to do something")
verb stem + (으)ㄹ 수 없다 = can not (literally "there is no way to do something")
(here '수' means "a way")
e.g.
먹다, to eat
있어 = there is / 없어 = there is no...
수 있어 = there is a way / 수 없어 = there is no way...
먹을, to eat
먹을 수 = a way to eat
먹을 수 있어 = there is a way to eat / 먹을 수 없어 = there is no way to eat
