Hay una diferencia entre "se trata de" y el verbo "ser". Se puede intercambiarlos en esta oracio'n?
Se trata del segundo mayor incendio de la historia de Brasil. El primero se produjo hace más de 50 años, en 1961, cuando 503 personas fallecieron en el incendio del Gran Circo Brasileño, en la localidad de Niteroi, satélite de Río de Janeiro.

Se pueden intercambiar en este caso sin problema. Pero con "ser" quedaría como muy pelado el asunto. Es mejor opción en cuanto a estilo "se trata de".
Haciendo una comparación. Cuando en inglés estáis contando algo que ha pasado, a veces usáis "what happened was..." en vez de decir directamente, de forma básica, lo que ha ocurrido. Pues esto es parecido.
