I undestand that you are making an appointement and the other person says you are lucky because the previous appointment was cancelled.
That person ask you if an appoitment at 14.30 it's fine to you.

"Le va bene?" (Va bene a lei) means "It is fine for you?" in a formal context.

In an informal contest the usual question es "Ti va bene?" (Va bene a te?)

    Best regards

    Va bene a lei ?

/le/ is the dativ form of /lei/, maening /to you/.
