    the weather is cold. - You are describing the temperature and if someone was reading or hearing this phrase, for example, they would know they need to wear warm clothes such as a coat and hat.

    the weather is cool. - On reading this phrase the description leaves the reader thinking it is not warm but the impression is that it is not cold, it is perhaps at a temperature between warm and cold. One might wear a sweater or light jacket but not a coat and hat and wear trousers/pants rather than shorts. I hope this helps!

    It's a scale, cold is cooler than "cool".
    Cool (3) is warmer than cold (2).
