"constitutional state" refers to a government that adheres to (follows, obeys) the dictates (commands) of a constitution. If the Russian expression includes all laws -- not just a constitution -- you could say, "rule of law-state" or "state based on the rule of law." "rule of law" is a very common expression in English political linguistics.

The term is better translated as конституционное государство, since all modern states have constitutions.
конституционное государство = constitutional state
constitution = collection of fundamental laws and rights
Правовое государство = a state guaranteeing rights by rule of law
право = right; law
