It is a disclaimer, in the form of a legal document.
It basically says that if someone comes to harm, while on someone's property, or by using their product or service, that that owner or business person has clients sign a document, to give up all rights to sue the business at at law for damages or injury.
So if something unpleasant or unfortunate happens to a person on your property etc, it is their choice and responsibility to look after themselves on someone else's property.
For example, if I go skiing in the snow at some resort. They may offer me a document to sign that gives them Liability Protection. Thus, if I break a leg, I cannot expect the resort to pay for my injuries, even though it happens on their property.

“Liability” is something you owe or something that costs you money. When, for example, you have a car accident and it was your fault you are liable. Meaning, you owe them money for the damages. Liability protection covers you for your liabilities such as the money you owe the driver for the car accident.
