what does "is one thing" mean here? the sentence looks line incomplete to me.

Recognizing that house purchasers might be willing to pay more for an attractive location, or a clean quiet environment, is one thing.

    I agree with Aaron. Probably what happened here is that this sentence was originally paired with another sentence that is now missing.
