I wonder whether or not I am able to use spend and consume in the sentence below interchangeably. If not, what other verbs can suit there?

Around half of the family budget spent on restaurant meals.

    As Bruce has said the verb you want to use in the sentence is "to spend". You could not use the verb "to consume" instead. Your sentence is talking about money so "spend" is the correct verb. If you wanted to use "consume" that would be more appropriate in reference to the food. For example :- Around half of the family budget is spent on meals consumed at restaurants."

    You are using the past tense, "spent" in this statement.

    So it would look like:

    "Around half of the family budget ["is spent" or " is typically spent" on restaurant meals."
