「できるじゃない」っていうのと「できない」っていうのは同じでしょうか?

例えば、「自分が必要な部分をチョイスできるじゃない。」

    自分が必要な部分をチョイスできるじゃない。

    = you can choose the necessary part, can't you ?

    「じゃない」 is normally sporken language.
    If the sentence would be somehow long,
    you can think the 「じゃない」 as "aren't you ?", "don't you ?" or something.

    If it would be short, it can just mean "negative".
    For example,
    "It's you who killed him ?" = お前が彼を殺したのか?"
    "Not me" = "私じゃない。"
