French in the Maghreb ???

I am really interested in finding out how people who live in North African countries like Tunisia,Morocco and Algeria learn French ?
I understand that the main language spoken amongst people in these countries is Arabic, and that French is only a business language.
How come the majority of people in these countries can speak French fluently?
Where do they learn French? Off their parents? At school?
Do they have French tv at home ?
Also how important is it in these countries to be able to speak French? Is it a requirement for most jobs ?

Any input is greatly appreciated :)

Very good question, Craig. France (as well as England) occupied most of Northern Africa for quite some time. They instilled the French language in schools, making it a requirement to only communicate in French among schoolchildren, and to their teachers. Also, public, business, and government affairs were solely carried out in French also. As Northern African countries regained independence, the language has still remained within their everyday lives. They do teach it in schools, and it is quite commonplace to hear French spoken in the street, and in business affairs as well.
