What does "중요한가를" mean in this sentence ?

Hello everyone,

Here is the sentence in which "중요한가를" is difficult to interpret exactly (to my eyes).

인간 관계가 얼마나 중요한가를 조사한 기관들이 있습니다.

I can translate it : "There are organizations that have investigated about how important human relations are."

But I can't understand why there is "를" behind "중요한가" in the sentence. Is 중요한가 a noun, although it cannot be found even in the Naver Korean dictionary ? If not, why would a verb be followed by "를" whereas it is not nominalized with either the "~는 것" or the "~기" form ? I thought 를 was reserved to nouns and equivalents (nominalized verbs).

Could you explain me the exact meaning and the grammatical nature of "중요한가를" in this sentence ?

    In the Korean language, quotation sentences can be used as a nominal clause without inflecting the ending of a verb.
    In particular, the verb endings, -ㄴ가, -ㄴ지, -ㄹ까, -ㄹ지 can be used as a quotation clause in a sentence, so it can be followed by case particles (은, 는, 이, 가, 을, 를, 의) like a nominal clause.

    인간 관계가 얼마나 중요한가는 다시 강조할 필요가 없다. (subjective)
    이 보고서는 인간 관계가 얼마나 중요한가의 문제를 집중적으로 다루고 있다. (possessive)
    인간 관계가 얼마나 중요한가를 조사한 기관들이 있습니다. (objective)

    A sentence can be an object when quoted.

    e.g.
    How important is it? 그것이 얼마나 중요한가요? (direct speech)
    She asked me how important it is. (indirect speech)
    [그녀는 그것이 얼마나 중요한가]를 나한테 물었다. (the ending '-요' is dropped)
    = [그녀는 그것이 얼마나 중요한지]를 나한테 물었다.
