行うことができました means we could do it. So on this time, as these sentences inculde we had a big earthquake, we didn't the festival for so long and we didn't distribute broiled oyster on free. So we were able to carry out this festival. ~だけにしたり、～しなかったことにより、we could do it.
2.Dake means only. ~shitari means we did it also did it something else.
