Those are symbols I don't find in another language, but often see in Chinese articles (not that I can read the articles, hehehe)

when you see 《》this embraces Chinese in articles, that signifies it is a book or magazine,
as for【】this, we do not use it often in article actually, that may be a hint or explanation,,【】this doesn't mean any sinificace most of the time
